Sponsor wants to revise tax credit bill
HELENA (LEE)The sponsor of a bill offering a tax credit to Montanans who buy their own individual health insurance said Monday he'd like to amend it so the credit applies only to low- and middle-income families.In its present form, House Bill 801 offers the state income-tax credit to any Montana resident who buys health insurance for themselves and their family. The credit is 20 percent of the annual cost of the insurance.Rep. Gary Maclaren, R-Victor, said Monday he'd like to have his bill amended back to an earlier form, which made the tax credit available only to those whose income is equal to or less than 150 percent of the federal poverty level.For a family of four, that's just less than $31,000 a year. For a family of two, it's about $20,500.The earlier version of Maclaren's bill also set the tax credit at 50 percent of the insurance cost.Maclaren presented his bill Monday to the Senate Taxation Committee, its first hearing in the Senate.

Blue Cross of California improperly canceled individual health insurance policies after some members became pregnant or sought medical treatment for chronic conditions, an investigation by the California Department of Managed Health Care has concluded, the Los Angeles Times reports. DMHC officials on Thursday informed Blue Cross of their intent to file an accusation against the company and issue a $1 million fine in the case. Under California law, health insurers must prove that members intentionally misrepresented their medical histories on policy applications to cancel policies. State investigators reviewed 90 cases from 2004 to 2006 in which Blue Cross canceled individual health insurance policies and found the company had violated the law in each case. According to state investigators, Blue Cross used computer programs and maintained a department to review the policies of members with chronic illnesses and women who became pregnant to consider cancellation.

Lawmakers unveiled legislation Monday that aims to protect small businesses and their workers from drastic health insurance rate hikes. The proposal is one of several pending this session to increase health coverage in Colorado while a commission studying comprehensive reform completes its work. The newest bill, by Reps. Anne McGihon, a Denver Democrat, and Rep. Tom Massey, R-Poncha Springs, would prohibit health insurance companies from using the health history of workers in setting rates for businesses with 50 employees or fewer. "It's not often in the arena of health reform that we see a clear problem with a clear solution, but this is one of those rarities," said McGihon. "This proposal will prevent insurance companies from increasing that burden just because of an individual employee's health issues," Massey said.
