BOSTON, Mass. - April 04, 2007 - On the one year anniversary of an agreement that launched the state's universal health insurance law, there are marked differences about how to define a central element of the law: affordable coverage. The definition is key because the requirement that individuals have health insurance only applies if affordable coverage is available. The Connector Board began discussing "what is affordable" yesterday with two contrasting views, as WBUR's Martha Bebinger explains. TEXT OF STORY MARTHA BEBINGER: On the one hand, the board heard from MIT economics professor Jonathan Gruber who says lets define affordable as what people are already buying voluntarily. He says only seven percent of employees nationwide who are offered health insurance in the workplace turn it down.
Zellers named to Nationwide board
Nationwide has announced the election of Jeffrey W. Zellers to the Board of Directors for Nationwide Mutual Insurance Company and Nationwide Mutual Fire Insurance Company. Immediately prior to joining the Nationwide board, Zellers stepped down from his position as first vice president and state trustee for the Ohio Farm Bureau Federation. As trustee he represented members from Columbiana, Mahoning, Portage and Stark counties. A special election to fill Zellers' OFBF trustee seat will be held May 29. Insurance Law Fuels Confusion
Bill Bartram is one of more than 38,000 residents in Florida who are receiving notices from Nationwide Insurance that their homeowners policies will not be renewed. Like others, Bartram, a retired cop from Washington, D.C., who has lived in his Bradenton home for the past 28 years, thought recently passed legislation protected him from receiving such a notice. He was wrong. Actually, the law states that once insurance companies submit rate-reduction filings with the Florida Office of Insurance Regulation - as Nationwide and others have done - then those companies can deliver nonrenewal notices to customers. Still, Bartram thinks someone's not keeping his word. "From what (Gov. Charlie) Crist's office said, if they (companies) sell insurance in Florida, they're going to have to continue to offer coverage," says Bartram, who has been with Nationwide for 25 years and also has automobile and life insurance with the company.
Nationwide Rates Set To Rise
31--TALLAHASSEE -- Arbitrators have overruled the state and will allow Nationwide Insurance to raise homeowners' premiums by an average of 54 percent. The increase by the Tampa Bay area's second-largest insurer applies to hurricane and nonhurricane coverage, though the amount will vary by location. Nationwide spokesman Eric Hardgrove said the company will implement the increase "as soon as possible." Nationwide, which has 240,000 policyholders in Florida and 42,005 in the Tampa Bay area, sought a 71 percent rate increase in July, but regulators rejected it. The company then filed for arbitration and won the case during hearings earlier this month. The ruling was released Friday. Under the original 71 percent average request, increases for the Tampa Bay area varied widely. Hillsborough County was projected to be 49.8 percent; Pinellas, 134.6 percent; Pasco, 73.7 percent; and Polk, 43.7 percent.

The 30th anniversary Nationwide Insurance 10 Kilometer Run for ASPIRE almost had to be something special, and it certainly was - featuring what has to be classified as one of the greatest duels to the finish in this and perhaps any other local road race in recent memory. The run was held on the roads of Plainview-Old Bethpage and Bethpage, on Saturday morning, March 31, with the start and finish at the H.B. Mattlin Middle School on Washington Avenue in Plainview. Bellmore Strider teammates Chris Fogarazzo and Chris Mammone ran together stride for stride for most of the 6.2 mile course, and it wasn't till the final stride and lean that Fogarazzo emerged as the winner. Both were timed in 31:46. Pawtucket, RI, speedster Janelle Kraus had a far easier time winning the women's division with a time of 35:25, nearly three full minutes faster than runner-up Tara Wilson of Lindenhurst, and only 30 seconds shy of the women's course record set by Angela Hearn in 1989.

Myths About Manhood Keep Teen Boys from Sexual Health Care
Research led by specialists at the Johns Hopkins Childrens Center has found that teenage boys who hold some traditional beliefs about what it means to be a real man can undermine their sexual health and good preventive care in general. Their report, in the April edition of Pediatrics, is the result of a nationwide study believed to be the first linking teens beliefs about manhood to their use of health care services. A second finding of the study analyzing data from a survey of 1,600 boys ages 15 to 19 is that boys who can speak openly to their parents about sexual health are more likely to see a doctor for preventive care, while the lack of health insurance is a strong barrier to care. Many illnesses in young men, such as sexually transmitted infections, can be prevented through timely intervention by a doctor or a nurse, says lead author Arik Marcell, M.D., M.P.H., a pediatrician and adolescent medicine specialist at the Childrens Center.

California Insurance Commissioner Steve Poizner called a little while ago to talk about the huge mess with the State Compensation Insurance Fund. After a while, I got to shift the topic to my white whale: the governor's health insurance plan and its (non)compliance with the Employee Retirement Income Security Act, the 1974 federal law which bans states from telling companies which offer benefits what those benefits must entail. In nearly three months of interviews, Nexis hunts and Googling, this is what I have learned: 1) No expert anywhere not in the employ of the governor has said his plan appears legal. 2) No similar plan in the United States has been found legal by courts. 3) No court ruling since 1974 has undercut the core premise of ERISA, which is that multistate companies should be able to offer the same benefits nationwide and not be undercut by the dictates of 50 individual state legislatures.

GEORGETOWN - With steadily rising health care costs and equally increasing health insurance premiums locally and nationwide, the availability of medical care to those who cannot afford to pay is a touchy subject with hospitals and medical centers. Michael Patterson, CEO discussed information at Brown County Regional HealthCARE's Board of Trustees meeting Wednesday, March 28, about a practice of providing low or no cost medical treatment to the poor, known as "indigent care," and government programs aimed at reimbursing medical institutions for those services. Patterson presented various slides outlining state and federal programs tied to Medicare and Medicaid payments, specifically the Health Care Assistance Program and the Upper Limit Payment program. Patterson explained the HCAP program is for patients treated by the hospital who fall below the federal income poverty level.
